Hands down GSA SER. Many recommends RankerX too. But IMO can do better for lower budgets with GSA SER.
 
GSA + Captcha Breaker (so you don't need to pay captchas) + Premium GSA site list is the best way for Tier 2.
 
It really depends on your project. Nobody can say what exactly you should do with less information. If you are looking for automation, tools like GSA, Ranker X are the best available choices. Also there are many other organic methods as well. Research about them and pick your method.
 
I would suggest Scrapebox.Iit performs link building,competitors research,and so on.

Yes. RankerX is the best tool for Tier 1. But GSA is better option for Tier 3 or Tier 2

i start with gsa , but its very hard to setup a project with gsa for me as im newbie im seo and tools, but strugling,
