What is the best tool for creating PDF?

Hello,

Can anyone recommend me the best tool to create stunning PDF?

Foxit PDF - good and gets work done :)
 
Open Office (writer ) is an open source version of Microsoft word but it also allows you to output documents as PDF files.
 
One thing I've used is creating whatever content in Microsoft Word (or alternatives) and then printing it to a PDF doc (it might be top notch quality, but works well for me).

1 - Create content in Microsoft Word (images, words, etc)
2 - Click File on top menu
3 - Select Print
4 - Select 'Microsoft Print to PDF' under printer
5 - Click Print and save to your desired folder

Or just save as and change extension to pdf, why do all of this
 
You can build anything you want on directly on Word and then just print it as a PDF.
