Cyberlink power director/Openshot Video Editor These are also newbie-friendly but I prefer Filmora over these.

I used to use Premiere, then switched to Vegas. Now, I'm no expert on this matter, but I can tell you it is working perfectly, there are loads of options, effects...
Another thing is if you're not sure how to do something, you can always google it, 'how to speed up video in vegas' - there are loads of youtube explanations.
