What is the best proxy service that is relatively cheap that will work with GMail and phpBB3 sites?

I need a proxy service that has US based IP (it'd be cool if it could be the same IP every time I use it, double cool if I can pick the state of the IP) that I can use with my GMail account and for phpBB3 based forums. Do you have a recommendation on a service for my needs?

most proxy sellers rotate there ips weekly monthly , this same question was
asked recently , and i dont no of any proxy sellers who will let u keep same ips
and keep paying for them.
