Digixmas was always a good one back in the day. They charge you per website that you want to promote (as in your website) but the cost isn't astronomical so you can give it a go without having to pay too much to test it.
Directory subs can be a very time consuming task for not a huge amount of benefit to be honest so I am not sure if a VA would be worth the cost in this case.

I don't think doing mas directories is the best approach. I would rather pick some of the highest authority ones. But I always run them through Ahrefs and Sem rush to make sure Google hasn't slapped them before creating a listing on them.
