According to me the best ppc is GOOGLE ADVERTISING i trust them if we are legit 100% then we can get lots of millions from the company and also many people will trust Google other than various companies.
They will give you the best cpc and also you will get easy conversion from them by advertising at right section at right time with correct keywords.

Contact your AM and ask him about high converting offers or some networks allow you to check conversion ration and epc / hour for specific hours. In any case, while selecting the offer keep in mind the cpc of keyword you are going to target. For example :-
if you select an offer which is paying $2/lead
and cpc for the targeted keyword is $.05
then you need 1 signup per 40 clicks to break it even.
Check the landing page if you think you will get 1 or 2 signups in 40 clicks then you are good to go.

If you are looking forward to make money, use Adwords.

Bidvertiser, buysellads & chitika are a good networks in itself & if you will google it, you will find best available sources for top ad networks helping you setup ads on your sites

In my opinion there is no such thing as best. Everything has pros and cons. Successful campaigns take place across multiple channels.
