There are two definitions that I can think of:

1. Best = Writers who give you the "best" rates. Quality ranges from horrible to decent.

2. Best = Exceptional writers that give you the highest quality writing possible and who have a firm grasp on what Google wants to find on your domain.

You can find #1 at Textbroker* and you can find #2 at Constant Content but the price you will pay for each is, as you can imagine, wildly different.

*and also Elance and Odesk, as others have said.

Professional writers also tend to have their own websites and they tend to flock together. You can find a lot of them at the WAHM forum.

If you find a blogger who covers your niche and who's writing you fancy you might try contacting them. Unless they're an authority in their niche they could probably use the money.

Concerning procam's suggestion:

Good writers won't be caught dead entering a "writing contest." The only place a professional writer will work for spec that I know of is Constant Content, simply because they command high prices there. The only writers interested in contests are total newbs.

Important:

Native writers with a solid grasp on grammar can already earn up to 1.4 per word at Textbroker. It's a more or less steady stream of work and Textbroker always pays on time, every Friday. Many Textbroker L4 and L5 writers don't bother taking on private clients for 1.4 cents per word or less for this reason. The top-tier (ie, best) TB writers earn up to 5 cents per word. I turn down work all the time because TB and CC have me covered at both ends of the pay spectrum and I think this is a growing trend.

To Summarize:

If you're on a budget, you can get decent writing from Textbroker. If, on the other hand, you want content that will Google will smile upon I would suggest Constant Content. Try to establish a relationship with a writer that can "hack it" on that site, as their editors are very strict. In other words, if you find someone with a lot of Constant Content sales you can be sure they are a great writer.

I would suggest staying away from Elance/Odesk and similar sites.

I hate textbroker, but I can supplement slow times at Elance with some decent pay. However, I'm super picky about the jobs I take at Elance. First, it's always tech and second I don't even bother bidding on Indian jobs. I also do a background check on the client before bidding. I bid on maybe about 5-10 jobs a month. Like you said though, the tough part about it is the pay schedule. I have a decent client who has given me 3 return projects, but he pays slow. Of course, I never work without escrow, so I know I'm covered, but it's frustrating when you always have to follow up with people to nicely say "dude, it's been a month. Where's my damn money?"

I keep logging in to Textbroker to write some content here and there, but it's all garbage now in the open pool. I know all about teams and whatnot, but can't be arsed to build up on that site. I do pretty well at Elance, but I am rated highly mainly because every client has given me another project. I usually blow the Indian writers away, because I've got a great portfolio, I don't have the Engrish, and I am more experienced in the field than they are.

I think content writing as a career is moving towards being an expert on the subject instead of just writing crap to push out.
