what is the Best Open Source CMS?

Wordpress is easy to customize. Together with PHP knowledge it's the best in my opinion.

What do you mean by CMS? And what are you looking for?
If you want just some basic Content Management System features - go with wordpress. It has tons and tons of free/cheap templates and plugins.
If you are going to build advanced system using a CMS (e.g. custom taxonomies, advanced user management, custom apps) then Drupal is your man. It has a very bright feature and is a serious trademark in the industry (many big names use Drupal). It's has far more advanced architecture, but is tougher to learn.
The choice is yours,

Wordpress and Joomla! are the two most famous. However, each of them has some advantages and some disadvantages...
For example, Wordpress sux with translation plugins and internal visits stats, when compared to Joomla Stats and Joomla Fish. Not to mention, if you want to have a e-commerce on WP site- Well, I can only wish you luck because that's what you need...
On the other hand - Joompla sucks in terms of SEO plugins and general structure, as well as it does have just a fraction of plugins available compared to what WP has!
I suggest you to think firstly what you need your website for (what functionality) and then decide.

I have a feeling most everyone recommending wordpress hasn't even tried joomla/drupal or atleast gave them a fair shot.
As for the question itself... No one can answer it. It's all opinion. There is no "best". It all depends on your specific needs. Similar to asking what is the better vehicle. If you're towing freight then obviously a ferrari won't work. If you're racing then you won't be going with a tractor.
Try wordpress, joomla and drupal. Those are the 3 most popular (granted wordpress is much less a cms than a blogging platform). If none of them meet your needs, then you can try less used platforms such as ExpressionEngine.

Wordpress is much more than just a blogging platform now!
But the rest of your advice is good, you should try everything before making a decision.
