What is the best Local SERP Ranking Tool?

There are many popular ranking tools and services that people use. However, most of the programs I ran into don't have the ability to specifically segment the specific geo location like Google search does. Would the solution be to simply use local proxies (not sure how difficult those would be to obtain).

Or is there a rank tracker that deals with local search specifically?
