just remember google keyword tool doesn't say anything about seo competition or how easy it is to rank for a specific keyword, it only tells you related kw's, estimated search volume and ADWORDS COMPETITION LEVEL

so as for what OP is talking about google keyword tool is absoloutly useless
 
i used seo-detective.com for fr seo audit, and they launched a new tool for seo keyword competition
 
I like LongTail Pro & Google Keyword Tools.
 
long tail platinum is best at exploring new keywords for ranking easily, and moz is also best at analyzing keyword difficulty
