What is the best for "non solution" website ?

So i have some sites that ussualy gets VISITORS that need some kind of sollution or something. Basicly i just write about that solution and dont actually give it to them. That way they click stuff and fillout offers ETC.

What is best CPA network to use with this? Should i do content locking ?
