the thing is that you can create the account without phone verification with several ESPs, the problem occurs when you login to the account, maybe not right away, but you'll be asked for phone verification at a later time when you try to login, which practically beats the whole purpose of having non-PVA accs, because you won't be able to access the emails, so you might as well start with PVAs in the first place
microsoft is notorious for disabling accs for no good reason, so don't use outlook/hotmail, at least non-PVAs
i have the best luck with aol lately, i still have my accs i created a year ago or two, i created them in 10 batches daily, that's how many you can create from an ip per day, i haven't lost one account out of those and i have hundreds of them, not a single one asked for phone verify
or maybe try some lesser known providers, but if the provider is an obscure one what nobody uses, it will leave a footprint on the social media site, so you want something which is fairly popular, but didn't up their security game yet or just not that strict generally
