What is the best CPM ads network alternative to Admob?

So my apps continue to get limited by admob, even after I reduce the ads showing frequency to the half of before. Could you tell me what is the best ads network alternative to admob?
Here is my experience:
1. StartApp is easy to approved, but eCPM is very very low like 10% of admob eCPM with the same traffic.
2. Facebook audience network: don't know because they don't accept account from my country.

And which mediation network would you suggest to use?
If I use mediation, do they pay me or the ads networks pay me?
