What is the best CPA network for email submitions

I've been reading a lot of threads about CPA and making some plans for CPA projects. The problem is that most of my plans involve email submission and I'm not sure which CPA company is best for those type of projects. Can someone tell me if he or she had experience with a company that has good email offers. Also most of the CPA networks want a website for joining. When all my leads will come from emails what should I do when they want a website from me? Thanks in advance for every respond that I will (hopefully) get

Get some hosting, put up a company page, use some flash site or wordpress. Time to put up this site should take no more then 10 minutes.

Email submits are campaigns in the CPA networks. You pick one, run traffic through social networks and/or build a site with good SEO practices.
