domain authority was setup like this, a few sites are manually provided domain authority, most likely sites in the internet association
they pass a percentage of their own strength to those they link to

there is no computation of onpage factors, it's almost like pagerank, but not anywhere near as complex
and it's remarkably easy to game, build one 1,000 page autoblog that scrapes amazon, buy a pack of 20 blog network links to it's homepage
put a random linkspot sitewide that randomly links into a network of 25 crosslinked web 2.0s
point links from those web 2.0s at whatever you want to have da/pa of 60+
wait 2 months for rand's stupid little bot to get around to crawling your site
and you too can have a google blacklisted site with da/pa of 60+
