Apart from Adsense which are the best Ad Networks for monetizing Website traffic.

Do they accept starter sites and also how much they for impressions

AdSense is the best. I suggest you work to get it approved instead of looking for alternatives.

What is the root of them not approving your blog?

- Content? Fix it
- Anything else? Fix it.

crackrevenue... Adsense is not as good as last year after they changed to per impression earnings.
 
For starter sites there isn't much, you can go with adsterra but that is bit spammy, once you start getting some traffic around 30k per month there will be some good options like nitroads, optad360
 
There is no good Ad Sense alternative but I heard some good things about media.net and Raptive.
 
Try Ezoic. They need 10K visits a month to get started with.

I have my blog submitted 10 times, 3-4 months on 150 posts and not yet approved. Fkers tell me low value content each time

I use Ezoic, and I think it's a good AdSense alternative.
