What is stronger, high PR backlink or relevent backlink ?

Ranking a site lately, I have a lot of high pr backlinks with low obl and that's with what I'm using to rank it with as fast as I can, but i was wondering are relevant backlinks more important?

Is a blog comment on high pr website stronger than a blog comment on a relevant website?

In my experience high PR trumps relevant low PR

Your goal should be to get high PR on Relevant sites

High PR non relevant beats low PR relevant. but at some stage a lower PR relevant will beat a higher PR,

So grab a mixture of both

High pr non relevant is beaten by a relatively low pr relevant backlink

In the long run, relevant links will do you more good. PR is not really a factor with relevant links.

Get mixture of blog comments backlinks to look more natural and always use name in the "Name" field, not anchor text such as "online tutorial"...

I think relevant backlinks within content will work more better as I myself got some links on PR7+ DA90+ sites with obl under 10 but no good effect on rankings. After that I purchased guest post on DA70+ sites and my site move up in top 20 in few days.
