What is spam? scam?

I was just thinking what's the different between mass emailing non-targeted traffic (spam) and TV commercial.

Why TV commercial not considered spam. I never opt-in for the TV commercial, there is no spam button to report it and everybody think it's perfectly legit. By definition, TV commercial is total spam.

On the other hand, recently I saw a CPA offer with $1000 costco gift card on facebook. It's immediately considered scam on multiple websites, blogs. Why is it considered scam? There a bank credit card campaign offering free ipod upon approval, etc. Is the bank scamming people?
 
Scam is the opposite of legit............ $1000 costco gift card Cpa offer is considered scam cos people think they'll never have get the gift card. So, the CPA is scamming them by promising something which will never be given. Apart from the letter S,A and M, spam and scam have pretty different meaning.

If the bank DOES give ipod, they are not scam. Otherwise, YES
 
TV offers something of value to the consumer, at least free channels, that need to be monetized by the networks that produce that free content. For cable on the other hand, I don't understand why they have commercials if they charge you to use their service.
