The first seems a bit underpriced and the second a bit overpriced.
If you need Keyword research, Schema, metadata etc, then yeah could pay quite a bit.
But in past I've done keyword research, set some sample titles and ideas for content, and got some decent articles for $10-$20.

there is a great divide for price when it comes to content of different niches. If you need a content of technical niche, you may have to pay 10-15$ for 1000 words. On the contrary, if the content is on traveling, cooking, food, etc, you can get the work done for just 5$.

I am from India, would i still find some good companies with this offer. Because there is a mindset that writers from India settle for low pay rates

Of course the price also depends on how you write, you can be Indian and write better than a native.

I charged Upwork clients between $30-$100 for 500-1500 words. I do high-quality writing with SEO though

I have had difficulties in finding such good clients. Also, apart from the pay, quantity matters too. I prefer getting work in bulk so that I can do it according to my convenience.
