What is real method to view backlinks?

or

"www.site.com"

Example... I tested with one site...
"www.site.com" results 17.800 results
and link:www.site.com results only 21 results.

The difference is very large...

Whats is correctly method to scale backlinks?

the order is reversed in the two parts of the post. lol.

and the other hundreds of sites that have links to www.site.com but that does not appear in "link: www.site.com"
Are useless and do not import anything to google?

It is common knowledge that google does not offer an effective public tool for checking links in its database. They themselves have stated that it is not in their interests to provide such a tool.

Try yahoo site explorer or backlinkwatch.com
