Here is the definition of quality backlink-
In search engine optimization (SEO) terminology, a quality backlink is a backlink that links to your Web site using your keywords or keyword phrase, and also appears on a Web site that has the same theme or similar content topic as your own Web site.
You can say .gov and .edu links are quality baclinks, If they are relevant to your topic.

Gov & Edu have the same power of any other TLD. The most important thing you need to know is the relevance of the topic of the backlink and the quality of the site that is linking you.
COntents are also important and the quality of a backlink depends on many factors such as the backlink profile of the site that is linking.
You can't learn the quality backlink principle without trying, test and answer to your question with your experience. It's good and quality anything that allows you to climb the SERPs
What you need to know is that the Gov and Edu sites often have a very clean and powerful backlink profile because are institutions/educational. So are reliable sites in the eyes of Google because are linked by big and trusted sites. It is Not to be taken for granted that they are reliable or powerful basing everything on their gov or edu extension

Oh thanks! I will focus on EDU and gov then.. In GSA SER I have 30-40k verified list i havent ranked..

Link diversity is important too, I'd recommend having a healthy mix.

You've to build links from different sources, blogs, social media sites, news sites etc and must use different anchor texts for your backlinks.
This is useful technique to make your site licit and your backlink profile natural and clean.

Google will gi e you some examples how bad links looks like, but you can't find any informations a out bow quality 'natural' links look like. I believe that good link is any link not considered by google as unnatural (site to flagged with disavow). Also ljnks which pass traffic as really good - this is most important, because google chrome is measuring time spent on page and links clicked.

For instance if you have only PR5 and above links pointing at your money site then it might look suspicious to google ( like you bought the links). OR if you only had links pointing to your mainsite and did not distribute them among other pages.posts on your site. Or for instance if your site didn't have enough social signals pointing back at it.
The safest way is to think how a naturally popular site would build link overs a set period of time and mimic that behavior. Link building is in no way a quick process anymore.

For example, I found a quality backlink the other day that shot all my keywords up by ~20 spots on google, near the front almost.

Nope, you can't achieve ranking only with these type of links. You need to diversify your links by various methods to keep the things always natural. Search in Google using these search strings, you will get many .gov sites for creating back links.
