push notification is when you open your android or apple phone and see app notifications for example you might see a notification from shopping app like "20% free on all purchases about 100$"
that is a push notification which is pushed from server to client .

When you browse some website a notification pops out to enable desktop notifications.

the service is provided by google or apple or other third party companies but to use it you have to code that into your app . for example if company xyz is proving this service then you need to integrate xyz sdk into your app . you can use it to offer promotions or discount for your service but you need to have your app developed and installed on users phone . you cant set up something like fb campaign and target bunch of users.

Let say I have a huge coin website and get users to add a notification install to there mobiles , every time there movement or interst in a coin news a advert would be shown before showing the info ......
I will earn from the adverts , they get the free info.

Not exactly. If it's a website notification, the user will be asked, if he/she wants to receive these automatic notifications, the user can simply opt-out. If the notification comes from an app on a mobile device, the permission is given when the app is installed. This can be turned off too, but it requires a bit of fidgeting, which is slightly above the knowledge of your everyday mobile user.
Push notification is became a very popular advertising method used by several advertising agencies, they can send you small notification on your mobile similar to WhatsApp , Viber, SMS , ..... it will show small box displaying the needful ADS , it works on both mobile and desktop , the user needs to approve receiving the notification , once he did then the notification start appearing on his mobile .
the ADS can be diversified in several niches , Adult , mobile Apps, dating, survey, and many others ...... some agencies are paying high CPM
