I wanna know What Is Pingback? and how to create Pingback backlink like this?

Back when blogs were new it was a cool thing to let other blogs know you had mentioned them. Then it became 100% spam.

I wanna do this for my tier 3. I know it's spammy backlink creation procedure.

For pingback purpose, I had used scrapbox.I had done it several times MikeyMikey13 . Sorry to say I don't know how can I do it manually.
 
I personally like moderated pingbacks because it's a simple way to know real-time who is backlinking you. Obviously, you don't have to accept those pingbacks in your site.
Also, you can use pingbacks in your own site, as "related messages".
And if some other blog accepts your pingback you could remove the crosslink afterwards, and get a free backlink moving into your site.
But most sites that don't have moderated pingbacks are GSA food so, from my point of view, you could have just plugged GSA and get the exact same result with less hassle.
