There are many ways to rank a website. One method, which is best when used as part of an inclusive plan, is a PBN, this stands for private blog network.
It is a collection of high quality blogs, with unique content, TLDs (top level domains) and strong inbound related links..
It sounds like you have to do a lot more research into what is needed in a campaign.. PBN isn't a magic answer

PBN is complex if you do it alone. I would suggest outsourcing the task. That would reduce the time you need to invest in research

Knowing what a PBN or private blog network is and being able to create one that is undetectable by Google are two different things.
With a PBN, you'll need more than just the aged top level domains, you'll also want highest quality content on each site in your PBN, not just spun content.

A private blog network (PBN ) is a set of domains that you or another individual owns. It is possible to have a PBN consisting of free blogs, like wordpress.com, tumbr.com, or livejournal.com. Typically, the free blog domains do not have as much power as self hosted blogs.

You have to pay much to be post on them
You are basically creating high quality websites (in Google's eyes) that point to your site to boost it's rankings. If done correctly, they can be an incredible tool. But if done incorrectly, they can cause problems. Definitely don't get into it if you don't know what you're doing.

PBN means private blog network. I think you are not familiar with it. So, it would be difficult for you to work alone. You can hire an expert.

Buy old domain which got good page rank in it, customize it according to your need, put your blogs in to it niche wise actually and present it to your client saying that this is the pbn site related to your industry and you gonna put there link with content, keep on indexing the site or the blogs for link juice flow.

PBN is what works now in SEO. And it's hard to think about a way Google can fire good PBN. Assumed you use different registrars, different reg data, register domains on different dates, use different A class hosts, use different CMS's, and don't make any other stupid mistakes that leave any footprints...
