It's what people did before the internet came around. In today's context, it refers to marketing web services (hosting, content management, website design, SEO, reputation management, lead generation, etc.) to companies.
It can also refer to marketing affiliate or CPA offers to people without using the internet (using flyers, newspaper ads, cold calling, direct mailing, etc.)

Don't try cold calling, network with people.
Two meanings actually. For forums like this one and warrior forum, it means offering online marketing services to clients, usually local clients, who are "offline". And you typically approach them using offline tactics, like cold calling, emailing, or going door to door, rather than online tactics like adwords, seo etc.
