most effective mean backlinks will increase my site ranking and they can make me good backlinks like web2.0, PBNs, Article submission., Edu and gov backlinks, EDU guest posts and many others.

SE Nuke used to be pretty good a decade ago, but link building tools don't work as well as they used to be. If you have money to spend on backlinks it's just better to outright buy / rent quality links than using the tools. And you can use the tools to build tier 2+ links...
GSA Ser is one of the best link builders today, although I've heard people having success with Money Robot, too.

Backlink generating tools aren't that popular these days. Scrapebox used to work great but now I don't think it works for it anymore.
If you can generate backlinks automatically, there are definitely crappy links. So, it's recommended to make them manually.

this won't work in today's algorithm. during the time like 2010 - 2012, quantity will win,so that time getting huge backlinks is what they are doing. but now quality wins. even if you only have a few links you can rank.

Most effective tool is GAS SER but, unfortunately these links can't be used directly on money site.
These are good as T2, T3 links.
For T1 there aren't any tools even with average effectiveness.

Yes , I would agree with @tazarbm. Tools can help understand backlinks but it's not preferable on using, but creating really good content is the best way to get quality links from others.
