Google places is a great starting point, assuming you have access to a physical address.
You'll also not want to forget about bing, yahoo, and ask. Yellow page listings are free, I think... just to register.
Don't forget about on page optimization either. Throw in h1 tags for "niche town" or whatever keywords you're searching for. IMO the best method is on page SEO, first.

Be sure to set your en_EN to your local language. Helps allot.
Other then that use unique content with slowly build quality backlinks. On page SEO is very effective

Comebine both on page SEO and off page SEO! Let build backlink daily with high quality content for your link and then build backlink for these first backlinks. I recommend you for Tier 1 with high quality web 2.0 and Tier 2 goes to Tier 1 with high PR and relevant niches blog comment, social media (G+, Facebook, Twitter,), social bookmarks...

A couple of the most effective things you can do is get inbound links from local relevant websites and to target localized keywords. Town or state + keyword. If you are looking for local traffic, research how those individuals are using terms to find local products/services then target those terms.

Good thinking for local ranking and also add google local, yahoo local and bing local. Local directories, yellow pages and white pages.

i agree with you mate. Before doing Onpage, keyword research is important. For every keyword the targeted location should be given. With appropriate meta tags will be perfect. And then powerful local directories according to your niche. Hope it helps you.

Ranking your business in the local 7 pack in Google Places is going to be the best thing you can do for local seo. There are several factors that will help you rank and it is way too much to get into in a quick reply to a post. I recommend heading over to Youtube and searching for Paul James and watch his Google Places training. You will learn a lot.
