It's a link building strategy, similar to link wheels etc.
Basically, you submit an article to a High PR website
Then link to a lesser article directory to the high pr directory plus money site. Basically it's supposed to maximise pr links by increasing the pr of an article linking to you money site. See an example diagram below.
This is a very generic structure, these days you should be more sophisticated in your backlinking strategy.
