What is linkwheel?

Can anyone explain to me what linkwheel is? I was on the site. It appears to be creating inbound links. Is it worth it? Anyone use the one-time vs. the monthly?

I wasn't sure if it would cause me to get banned on google or how good the service is in the first place.
