Indexing backlink is going through a tumultuous time. First indexifiacrion went offline now as you are saying on hour indexing is not working.
I would try bhw marketplace indexer , some of them offer trial. If it don't work I would wait it out.
As far as tier 2 links are concern they use to force indexing of tier 1 link. But as I said the whole indexing thing is out of array so I would wait till there a definitive solution to it. Also check yourube. People post new tricks and methods for indexing backlinks now and then.

Indexing services come and go. Works for a while but eventually they are much efficient, then someone found a trick, works for a while and history repeats itself...
