What is happening with Twitter?

I was gone for nine months basic, came back, and I feel like I can't mass follow almost a thousand a day without possibly getting canned. Even though I'm very active.

I just saw a follow app in the App Store and it said up to 200 follows per hour was allowed "per Twitter rules"..... What the hell is going on here?

You should only follow 300 a day to stay in the safe zone. If your just coming back, make sure to use
low settings at first, until you can find out what has changed in there limits since you have been gone.

I don't use Twitter much, but from the recent buzz around the forums today it sounds like a new algorithm change OP.
