In Google analytics there are four ways to track your goals:

    #URLs GOALS
    #PAGES/VISIT GOALS
    #TIME GOALS
    #EVENTS GOALS

Google Analytics doesn't tell you how your business is doing without some additional step, you have to tell Google Analytics to keep track of what's critical to your business and you do with those goals.

Google has a goal to satisfy their users with the single click.
So,they introduced many products for it like one is Google Analytics.
Likewise, in Google analytics, they have introduced goals but it's about Digital Analytics Measurement Plan for each site indexed with Google.
They have the list of Goals like Time,URL,Pages/Visit,Events goals, but all these goals refer to satisfaction of users.

A goal represents a completed activity, called a conversion, that contributes to the success of your business. Examples of goals include making a purchase (for an ecommerce site), completing a game level (for a mobile gaming app), or submitting a contact information form (for a marketing or lead generation site).
