I think they are scamming you. Or it is the threshold amount when the account reaches the maximum threshold for example if the account has a threshold of 900$ they will give you 400$ and they will take 500$. My company is also using that form but divides 50% to the customer.

I don't think any agency is getting 40% (or more, to profit themselves) kickbacks from Facebook for bringing in new traffic. Almost certainly someone is being scammed. Either it will be you or Facebook.
