What is the purpose of ccTLD?

To target a specific country. Mostly, when .com is not available

I am not sure what do you mean by "Purpose", but overall, it's the easiest way of identifying what country does the website (owning that domain) target to
For instance, .es domain is for Spain. So if the the website has the domain somewebsite.es, I'd assume it has the Spanish content on it, or the website is for Spanish users.
