What is considered a ghosted upvote on reddit?

If an upvote gets ghosted, does that mean the vote doesn't show and gets removed?

Or does the vote count stay but it just doesn't count in the algorithm so has no ranking effect?

For example could there be thousands of upvotes that all show on the post but the post doesn't make front page because the upvotes are ghosted?
