Usually, when one refers to cloaking, he means: PPC cloaking where one will use some cloaking techniques to present different website and/or website content to the Bots & Manual reviewers, while real person will get redirected to the money site, usually, websites that has affiliate links, or direct linking.
With SEO, this is not so common, but, it is effective on some niches like: gambling etc.

there is no risk unless search engine points you out. but once if you are pointed,, you will be surely banned
Cloaking is a SEO technique in which the content presented to the user and search engine are different from each other. Generally this technique is not recommended as different versions off web pages are visible to the spiders of search engine and users are redirected to a different page. It is a bad method and should be avoided.

If he don't know what is clocking then cloaking is not for him. Op, Don't try this you will get banned by Google.
If you don`t know how to google and get an answer to your question then you will never understand what is cloaking and how to use it.

Cloaking competitors and having temp site locations redirect to your $ site then removing the site as soon as it is spidered by script and doing it all again has been known to transfer authority to $ site while devaluing competition. Not too cool.

Cloaking is a search engine optimization (SEO) technique .The content presented to the search engine spider is different from that presented to the user's browser. This is done by delivering content based on the IP addresses or the HTTP header of the user requesting the page. When a user is identified as a search engine spider, a server-side script delivers a different version of the web page, one that contains content not present on the visible page, or that is present but not searchable. The purpose of cloaking is sometimes to deceive search engines.so they display the page when it would not otherwise be displayed (black hat SEO). Most people use it in FB to give ads.
