Your explanation is correct, but it's about a different type of cloaking. The OP was asking about cloaking links which is totally different than what you just explained.Cloaking is simply:
Showing something different (More SEO friendly, and less user friendly) to the search engines robots than what you show to your visitor.
Link cloaking has nothing to do with the search engines, instead it's a way to create a link for your visitors that doesn't look like a referral link. The point is to make the link look a little more legitimate and also to make it less likely for them to just type the url into the address bar without your affiliate code.
I made a previous reply in this thread explaning the three main types of cloaking. link cloaking, blanking the referrer, and cloaking for search engines. Each one of those are completely different and done for different reasons.
