Hi,i am new to adwords,doing it as a part time job,is there anybody who can tell me what dose "cloak" mean? i have google it,but can't get a clear conception.appreciate in advanced!

Cloaking is a search engine optimization (SEO) technique in which the content presented to the search engine spider is different from that presented to the user's browser. This is done by delivering content based on the IP addresses or the User-Agent HTTP header of the user requesting the page.

So the SEOer has the data list which recorded the ip address range come from Google and other official seacher engine and what come from real users,then they will present the legal contents so that they will be pass the censor,but the "illegal" contents will be presented to the users?

Not necessarily legal <> illegal.
But you got it right.

Non technical:
Cloaking is showing "content A" to someone and showing "content B" to someone else on the same page.
It can be very effectively used in a lot of ways - just get creative.
