because most of the shared hosts are not safe and most of the one dollar hosting providers
are very poor in customer service and slow uptime

Avoid EIG group of companies like the plague (hostgator, bluehost etc), go to webhostingtalk, look in the shared hosting section, lots of reputable providers, and you can even get some good special offer discounts.
