Automatic content: There are tools available for creating content automatically, based on a list of topics. However, the quality of such articles are not going to be good enough usually to compete with in competitive niches. I would rather have somebody to write my content, because that will surely result much better quality (although, it may depend on your goal with these articles).
Based on your questions, my advice to you is to look around first, start learning and understanding how things are being done in the safe way before taking any action. Otherwise, it can easily backfire and you will find yourself penalized by the SERP.

a blog network is generally a number of blogs owned by one person. Those blogs have high PR or good PA/DA - in other words, those blogs bring much SEO juice. When someone wants to rank anything - a video or a website - he can simply post articles (with links) on his blogs to pass the seo juice.
Owning a network is like a new league of SEO - it is very expensive but that's what good players do (hope to join them someday).
If you have a friend or someone you know - using his blog network will be a great thing for your sites.
The networks that are available on BST or any other service are networks available for public - anyone who pays can have a link from them. This means that those networks are more risky (you can get penalty someday).

You don't "join" the network. Go to BST and find a good service. - you simply pay for the service and they will write the articles and post them.

Blog network is the collection of many blogs by only one person. these kinda network is used for taking guest posting mainly. The ip address of such blogs will always same.

tThe IPs are only the same when you're doing a cheap solution. Even if you want it cheap There are so many "1 dollar hostings" that you don't need to keep them all on one IP.
