No you just join each one, except India as they don't allow anyone outside of India to join.

You can join different Amazon Associates programs. This is totally allowed by Amazon's TOS. Keep in mind that Amazon India, China, Brazil, and Mexico all require a local bank account to issue payment. Amazon Japan won't do international cash payments but you can collect payments in Amazon Japan gift cards, and they ship internationally...
