Yes, socialoomph can do scheduled tweets. they also have a free plan.

I believe tweetattacks can do this as well, but has been ages since I used it and never used that feature so I may be wrong.

Tweet attacks would be good for this in my oppinion, works great for Re-Tweeting when i do it.
