Get backlinks from sites that are ranking in that specific country.
This shouldn't matter so much if it's PBNs you're going for, though I've heard people trying PBNs with country specific TLD, I don't know how much difference it makes or it would make.

Both will help, but not much. You can try directory submissions, business listings, promote your site through the local social media groups, and use the geo targeted keywords as well.

What you are doing now is fine. Include some of these: business listings, local directory submissions, local press releases, and reaching out to blogs in related industries, such as choosing blogs with a large audience in the targeted area and building links.
