What is the best tools to send out bulk email????

Because Gmail not allow me to send out in bulk.

Wrong section buddy.

Gmail is not for bulk mailing, you need pro tools.

There were many free email sending software's / tools available out for free.. Just Google it and get the best by your own

Yeah to backup what maxwelll is saying - you CAN use GMail for bulk sending, but you need multiple IPs/proxies and multiple GMail accounts. You are rate limited and capped, so you need to understand those limits and then work with them accordingly.

i use madmimi.
it allows me to import a couple of thousand email addresses.

Atomic Mail Sender http://www.massmailsoftware.com/bulkmail/ is also good, very flexible in SMTP settings. Also processes bounces and removes them from the list.
