An authority site is a term that's open to interpretation, but basically it's a site that's very well known, well established and one that is the "go to site" in its niche.
You can find them for your niche because they'll be the ones that are in the top 10 for every other query you are trying to rank for. Or general authority sites like Wikipedia which again will be in top 10 for many queries.
To get links on them - mostly you either need to pay for them, pay someone to get you a link on them, reference them in your own content to try and bait them into a response or write and submit high quality articles to them for publishing.
For example huffpo - you can use any of the above techniques to get on that site. But it's hard.

What kind of niche are you looking for? Authority sites are webs that are well known and reputed by their niche.
For example, I have a list of bloggers who make a living out of blogging. They are authority sites, if you want it just let me know and I will PM you.
