What do you mean by that?

Xrumer complaints from to the same IP I'm assuming affect SEO rankings.

C class ips work very well. Like all SEOs say - Make it look natural. Don't just go ahead and create the same niche autoblogs or affiliate sites on all these ips .. create sites that are unrelated to the money site as well. The more effort you put in .. longer the system will survive and more profits it will bring in.

And yes, if you are trying to rank for a keyword specifically in uk .. go for a UK host. And also a .co.uk domain ( that doesn't mean you do not register the .com version of it )

the person who hires the so-called consultant may have time to do link building and other matters of SEO himself.But what he might not have is the confidence and needless to say,expertise,in that.So what he does is gets a consultant who can tell him just what he needs to do to get better rankings.He will do the remaining work himself or get somebody in-house to do it for him.

No he won't, you don't become skilled in SEO overnight. As if a business owner
has time to do on and off page SEO. And as for getting someone in-house to do it
for most businesses the consultant would be the
cheaper option than employing and training full time staff to do that.

an SEO consultant is one who will prepare the entire SEO plan for you and enlist the activities( on page and off page) that needs to be done on your site. Apart from this the entire work schedule will be prepared by him and if possible either he will do it for you or will assign a team to do so. remember reporting is an essential aspect.
