But what is a cloaker - and what's it for?

According to Google cloaking is "a website that returns altered webpages to search engines crawling the site." In other words, a human reading the site would see different content or information than the Googlebot or other search engine robot reading the site. Most of the time, cloaking is implemented in order to improve search engine ranking by misleading the search engine robot into thinking the content on the page is different than it really is.

So, based on the above example....is this like double meta refresh?

so only servers see the first link, but in the 'surface', all humans see the second link?

well double meta refresh can be used if you want to, while link on your domain can be basic 301 redirect, the purpose is not to show your ugly affiliate link

What is the benefit of cloaking? By disguising your site to googlebots you can manipulate it so your website gets high on an unrelated SERP what do you achieve??

Cloaking is the method to shows one webpage to search engine for indexing while it will redirect to entirely different page to the users
For example if you have moved from old indexed website to new which is not indexed in Google you can redirect from old one to new. Then obviously new one will be get traffic
