What indexer should I use to actually index pages that redirect to my site from authority sites like Google,

or pages that are absolutely nothing????

Do these redirects have urls similar to this:
Code:
https://www.google.co.id/url?q=https://domain.com
https://www.google.co.uk/url?q=https://domain.com
https://www.google.co.in/url?q=https://domain.com
etc
If so, I'd recommend spending your time literally doing anything else rather than bothering with them. They serve no purpose but to entertain less-savvy marketers.

Yes, which indexer should I use to get that link? Do I also need to work with ranker x 2tier?

As mentioned, I really wouldn't waste your time with such redirect links.

but if he wants an indxer that will ...................
If he really really really wants to go down that route, I'd go for a link-based indexing method, eg. a load of blog spam comments. I doubt using any GSC related method would work.

But it's not worth the effort.
