It's possible, but it takes time instead of money.
With zero budget, I'd focus on content that targets very low-competition keywords, internal linking, and getting indexed fast through social sharing.
You won’t grow fast without backlinks, but you can still build steady traffic if you pick the right keywords and keep publishing consistently.

Just focus on making genuinely useful content and share it in the places where your audience already spends time.
 
Zero budget local SEO is actually very doable if you focus on the right things.
What I'd do with $0:
  1. GBP optimization. Free and high impact. Fill out every field, add photos weekly, post updates, and answer questions.
  2. Get reviews. Ask every happy customer. This alone can move you into the local pack.
  3. Free citations. Google Business, Bing Places, Apple Maps, Yelp, Facebook. Then niche directories for your industry (Healthgrades for doctors, Avvo for lawyers, HomeAdvisor for contractors).
  4. On-page content. Write one detailed service page per week. Costs nothing but time.
  5. Local link building the free way. Join your local chamber of commerce (sometimes free for basic listing), sponsor a school event in exchange for a link, and get listed on local business roundups.
I've seen small businesses outrank funded competitors just by being consistent with these basics for 6 months.
 
It's simple. When I started in SEO, I sold free link packages. With that money, I bought my first links in newspapers or on expired domains with authority.

That's how I gradually built a network of expired sites to send authority to all my websites.

That will not work if you are a VERY LUCKY guy. My chance is next to none with parying.

I would better stick to work like blog comments which I can do in my free time for free.
 
For my new website, I primarily use high-quality content, and now I've started to enhance it with posts on Reddit and Quora. but, it takes a lot of time. There is no result yet, I have been working for the first week.

My approach would be to post very good content on the site with the hope that other sites notice it and link to it on their blog post .
 
With zero budget, focus on creating great content, optimizing your pages, linking your own posts, sharing on social media, and guest posting to get free backlinks.
 
If I had $0, I wouldn't even buy a domain (since that costs money). I'd focus 100% on Parasite SEO via Reddit and Medium. It's the only way to rank for decent keywords without spending months in the sandbox waiting for authority.
 
If you had zero SEO budget, focus only on free, high-impact actions: publish helpful, niche-focused content, use Google Search Console for fixes and keywords, earn links via communities/PR outreach, and build trust with real engagement
 
Focus on creating long-term, evergreen content that keeps ranking over time. That's free traffic you can keep building.
