What if backlinks are all same content?

Recently bought a service from a seller, I asked him to use different spun unique content on web 2.0

Surprisingly, after I received my report I just realized that all :
100 unique Social bookmarks copied my site title and description

100 web 2.0 uses the same content, just different unique web 2.0

100 same biography profile link, some description is from my site again

All niche directories copied my site title and description

Does all these will lead to penalize to my site?

Profile with description and same backlink, may not lead you penalize.

But with web2.0s with the same "article content", MAY harm your site.

I've wondered this too, but then I see the same news story syndicated on multiple sites, and they have no penalty.

Of course, Google propaganda says that they do penalize duplicate content. It is not clear though. My counter-example above, says otherwise.

Syndicated news stories are a completely different animal than 100 web 2.0s with same article.

All in all, it may or may not hurt your site, most likely won't, because most of those links won't even get indexed. Still, I would consider leaving a "nice" review for the seller.
